The Scenario Builder tool lets you create your own scenarios to play in the People Power game. You can create scenarios based on historical struggles, fictional situations, or present-day ongoing civil resistance struggles, anywhere in the world. Scenario design is a serious and time-consuming effort, but it will help you develop more advanced skills. We hope that user-created scenarios will be uploaded to this page so that others can download and play them, learn from them, make comments, and offer revisions or improvements.
